  • OpenCS eases the administration online service of the Conseil Général of the Indre

*Paris, February 01, 2007 – OpenCS publishes an online services platform that enables folders and information sharing and handling. From this platform, the Conseil Général of the Indre has implemented the “guichet nuMAIRIEque” (digital kiosk for city councils). It is used every day by city councils secretaries in order to find answers to the several questions of the local citizens. Developed in partnership with the Caisse des Dépôts et Consignations, this new service aims to improve the relationship between the administration and the citizens. *

The Conseil Général of the Indre, in partnership with the Préfecture and the Caisse des Dépôts et Consignations is modernizing the administration. It proposes to rural localities of the region to be the meeting point between administrations and the citizens. In order to accompany this change, the Conseil Général developed the “guichet nuMAIRIEque” in order to quickly inform the citizen in its procedures. “The city councils’ secretaries must face diversified requests in terms of administrative procedures. To get this information by the telephone or by mail takes a lot of time and one is never sure to be talking to the right person” explains Serge Metral, in charge of Technologies of Information and Communication at the Conseil Général of the Indre. Practically, the city councils’ secretaries have an access to the knowledge base Local Public Service, published by the Caisse des Dépôts et des Consignations.

But sometimes it happens that questions are more specific. It is at this very moment that the OpenCS platform plays its role of facilitator because it is a single information point that groups the Local Public Service and all administrations in contact with the citizen (Conseil Général Services, Préfecture, Family Allowance Office… “The OpenCS platform enables us to gather around a same tool all administrations that up to now have communicated with less flexibility. It’s a great innovation! To accomplish this mission and moreover, to find the good person in each partner administration would have been very complex for those secretaries of rural localities. Thanks to this online service, it is a procedure without a problem” keeps on saying Serge Metral.

Within each different administration, a referent is designed in order to answers the requests. For the Conseil Général of the Indre, the digital kiosk improves the service delivered to the citizens. “Thanks to the platform, the fact of putting in common information, a city council can provide a precise and verified response in 72 hours instead of the 15 days defined in the Marianne charter” explains Serge Metral. The implementation of this new tool helps consequently the administrations to go past the requirements of the charter (quality norm for public administration. It is also one the most innovating ways to reduce the digital gap.

OpenCS provides its expertise of the public sector to several local authorities. “We know this sector very well. On each project, we put in place a dedicated team that includes the client and our experts. It helps us to move quicker and adapt the platform to the reality of each local authority or business” explains Patrick Bedigis, CEO of OpenCS. In the sequence of this first successful experience, both for the service provided to the citizen and for the collaborative work of the public service, the platform may be duplicated among other Conseil Générals.
